Debachand was born in 1982 at Akham, Imphal West, Manipur. He is the son of (Late) Takhellambam Kalachand and (Late) Takhellambam Ongbi Manjuli. His published works include Laibaki Wa (Short Stories, 2011) and Nongthangna Mutkhrabada (Short Stories, 2012). He became the first recipient of the Sahitya Akademi Yuva Puraskar in Manipuri Language for his book Nongthangna Mutkhrabada. Currently, Debachand is working as Junior Feature Editor at Poknapham
